install opencv4.6.0 with CUDA for Jetson

將 cv2 加到 python3 中
$ export PYTHONPATH=$PYTHONPATH:/usr/local/lib/python3.8/site-packages
$ python3
>>> import cv2
>>> cnt = cv2.cuda.getCudaEnabledDeviceCount()
>>> cnt
1 表示有 CUDA
